Formation and Development

The typhoon developed from a low-pressure area northeast of Chuuk on November 3, 2025. The Japan Meteorological Agency (JMA) and the Joint Typhoon Warning Center (JTWC) upgraded it first to a tropical depression, then to a tropical storm as it moved west-northwest over warm waters with low wind shear.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) started tracking the system on November 4, when it was still a tropical depression well east of the Philippine Area of Responsibility.

Rapid Intensification

Forecasts from the earliest tropical cyclone advisories anticipated Fung-wong reaching super typhoon strength before making landfall on northern Luzon. On November 8 and 9, the typhoon intensified rapidly while nearing the region.
