The Ministry of Energy clarified how decisions regarding electricity restrictions are made. Outage schedules vary according to the changing conditions within the energy system, which can fluctuate hourly.
Decisions about imposing limitations are affected by factors such as damage from shelling, accidents, shortages in power supply, and surges in demand—especially during peak hours or extreme weather conditions.
The Ministry of Energy notes that commands to implement restrictions can come from both NPC "Ukrenergo" and distribution system operators.
The Ministry of Energy explains: "After massive shelling, the energy system lacks generation and/or the ability to transmit electricity due to network damage. Therefore, there is a need to limit consumption."
The extent of electricity restrictions depends on the current consumption level and the operational capacity of power generation and transmission equipment.
Author’s summary: Power outage schedules shift throughout the day based on the dynamic energy system conditions affected by damage, demand spikes, and limited generation capacity.
