City looked to be closing in on back-to-back wins, before Joel’s long-range effort in the 89th minute denied City all three points.
The result leaves Bristol City sitting in fourth position in Barclays Women’s Super League 2.
Charlotte Healy named an unchanged starting XI from last week’s victory over Durham, with Lia O’Leary taking the place of Lexi Lloyd-Smith on the substitutes bench.
