Born on February 3, 1933, in Newport, Rhode Island—a place cherished by his family—Walter was the son of Charles Stewart Jestings Sr. and Christie Gertrude Jestings.

- Children: Jeff Jestings, Joanna Phillips (Dan Phillips), and April Brown (late Kevin Brown)
- Grandchildren: Madison Collins (John Collins), Alexandria Brown, Dezmond Brown, Luke Phillips

Walter graduated at the top of his class from the University of Rhode Island. He had a distinguished career in civil engineering and bridge design, ultimately serving as Chief of the Bridge Bureau. Colleagues remembered him as fair, respectful, and unmatched in work ethic.
Personal Life
He was happily married to his hometown sweetheart, Sallye Ann Kendall, for 47 years until her passing in 1996. Throughout their life, they lived in Newport, RI; Columbus, OH; and Atlanta, GA.
