The United States Constitution had been in effect for little more than a year when Congress first moved to amend it. Only a fraction of the nearly 12,000 proposed amendments to the Constitution have been ratified into law.

On September 25, 1789, Congress sent a dozen proposed amendments to the then-13 states for ratification. By December 15, 1791, 10 of the 12 amendments were ratified, becoming known as the Bill of Rights. Since then, 17 more amendments have been ratified, totaling 27.
