Mexican authorities believe that Carlos Manzo, the mayor of Uruapan, was killed by the Jalisco Cartel, according to a report.
A local leader, Rene Belmonte, also known as Rino, was captured by police in August. He was a close subordinate of the Alvarez Ayala brothers, top leaders in the Jalisco Cartel.
